Governor's Change of Heart on Parole Raises Questions

SAN FRANCISCO - What a difference 11 months makes. In January 2002, Gov. Gray Davis did his standard thing and vetoed a Stockton murderer's parole after concluding the 1987 crime was the cold-blooded act of a vigilante exacting revenge for trivial vandalism.
