Judge Disputes Gov. Davis' Parole Powers
SAN FRANCISCO - Gov. Gray Davis' sweeping victory on denying parole to murderers didn't last long. Just three days after the California Supreme Court gave the governor almost unrestricted authority to keep killers locked up indefinitely, a Monterey judge ruled that Davis had abused his power in the case of a Mexican farmworker incarcerated for second-degree murder since 1982.
