Gov. Jerry Brown is considering a novel legal approach to get his tax extension proposal before voters in the likely event that he fails to win Republican support for his budget plan.


Brown proposed extending 2009 tax increases on sales, income and vehicles to help bridge a $25 billion budget gap.
