Little-noticed opinion a big boon for indigent litigants
The ruling is the first to interpret a 2009 statute that says poor litigants asking to avoid paying court costs and fees only have to show they are receiving certain types of government benefits, not prove they have other income.

A woman who can quickly come up with $1,000 for an expedited reporter's transcript certainly has enough income to pay ordinary court litigation fees, right?
That's what a Los Angeles County Superior Court judge thought last year. The judge was wrong.
