Santa Monica sued under state Voting Rights Act

Residents claim minority votes have been illegally diluted since 1946 and demand a district-based system.

The city of Santa Monica was sued on Tuesday by residents who claim its voting system has diluted and suppressed minority votes since 1946, when the municipality stopped apportioning city council seats by district.
