Forum Column By Harold Johnson More than two years have passed since the United States Supreme Court ruled that public officials cannot force the Boy Scouts of America to abandon their philosophically based membership policies, in particular their refusal to allow acknowledged homosexuals to serve as Scout leaders. But scouting remains the target of strong-arming by government officials who think they've found ways around the Supreme Court's decision.
