Court Halts Work on Shipping Terminal

LOS ANGELES - In a victory for San Pedro homeowners, a state appeals court said Wednesday that the Port of Los Angeles must halt construction on a massive 173-acre shipping terminal because it did not follow the rules set out by the state Environmental Quality Act.
