SAN FRANCISCO - As a law student two summers ago, Chris Daley spent 10 weeks studying the legal needs of transgendered San Franciscans. What he found were reports of rampant harassment, discrimination and abuse against members of the community, many of whom lived in San Francisco's seedy Tenderloin neighborhood.
