San Diego's redevelopment agency had hit home runs in two previous eminent domain trials to acquire property for a proposed baseball stadium and nearby hotel project. The agency's lawyers and expert witnesses had convinced these earlier juries that the condemned properties had little development value, and the panels awarded the property owners exactly what the government offered.
