Considering Forums Beyond Courts

A lighthearted exchange during oral argument was just one signal that the justices of the California Supreme Court are seriously considering forums other than the courts for resolving disputes over tip pooling as well as medical malpractice.

Los Angeles attorney Dennis F. Moss found himself apologizing Tuesday to Chief Justice Ronald George for suggesting that the cash-strapped judicial branch has more money than the executive branch for enforcing labor laws.
