Subcontractor Can Sue General Contractor for Abandonment

City of Thousand Oaks , 27 Cal.4th 228 (2002), the state Supreme Court held that a public entity cannot be held liable to a contractor under an abandonment theory for damages stemming from a public project, even if excessive change orders completely alter the character of the project.
