Mayor Plans to Add Funding, Raise Reserves

LOS ANGELES - Mayor Richard J. Riordan today will unveil a nearly $5 billion budget that not only adds funding to the Police Department and the city attorney's office, but also boosts the city's reserves, reduces some of its debt and promises more money for parks, potholes and paving dirt streets.
