Debate Goes On in California

SACRAMENTO - California officially decided long ago that minors who commit capital murders should not be executed for their crimes. But the debate on whether to give teenage killers the ultimate punishment has still not subsided in Sacramento or elsewhere around the state - possibly undercutting the notion that any kind of consensus has emerged on the issue.
