New Laws Regulate Medi-Pot, Help Battered Women

Focus Column - Criminal Law - By Alex Ricciardulli - Last year's legislative session inaugurated more than 900 new laws. In the criminal field, the 2003 statutes cover serious and important topics, like barring the death penalty for mentally retarded people. Other new laws, although less sweeping, still addressed concrete problems, such as, for example, the law adding a "three strikes, you're out" monetary sanction for delinquent potential jurors.
