U.S. Judge Tosses Out Patent Rules

A Virginia federal judge on Tuesday wiped out new U.S. Patent and Trademark Office rules that were intended to curtail the number of patent applications allowed by saying the changes were "substantive" and exceeded the office's rulemaking authority.
