9th Circuit 'Smokes' Ban on Storefront Tobacco Posters

SAN FRANCISCO - Contradicting three other federal circuits, a 9th U.S. Circuit Court of Appeals panel ruled Friday that local governments cannot ban storefront and other outdoor tobacco ads because Congress took control of the issue in 1969.
