Ruling Gives State Impetus to Get Emissions Law Past EPA

Sen. Barbara Boxer, D-Califormia, is using her new position as chair of an environmental committee to prod the Bush administration on global warming. Today, Boxer's committee will hear from California Attorney General Jerry Brown, who wants the federal government to allow the states to impose tough automobile emissions standards.
