Bomb Victims Can Raise Law Enforcement Conspiracy Question

SAN FRANCISCO - Clearing the way for a civil rights trial over the handling of the 1990 car bombing of two Earth First activists in Oakland, a federal appeals court has ruled that a jury must decide if police and FBI agents conspired to thwart the political activities of the victims by falsely pointing to them as the bombers.
