Bill Seeks to Lift Limits on Legal Aid

Congress is considering a bill that would lift a range of limits on legal aid groups that receive federal funding. If the bill passes, it would allow Ramon Arias, executive director of Bay Area Legal Aid, and other poverty lawyers to take on a wide variety of new cases.

Ramon Arias tried to calm the sobbing woman who sat with her child in the San Jose offices of Bay Area Legal Aid, the nonprofit agency where Arias serves as executive director.

The woman's landlord had told her he'd call the cops if she didn't take her belongings and move out of her apartment at once.

"Don't worry," Arias tried to reassure her. "We'll help you. What your landlord said is illegal." ...
