A Justice Center, but Will There Be Peace?

A community justice center under construction in San Francisco's Tenderloin District has drawn criticism from several sides. Commissioner Ron Albers will preside over the court when it opens next year

SAN FRANCISCO - Superior Court Commissioner Ron Albers recently stood amid exposed wood and wires, and unfinished walls and carpets. Soon, construction will begin on these demolished offices above two little-used courtrooms and holding cells in San Francisco's gritty Tenderloin District. A nook in one corner will be transformed into a unisex bathroom for drug testing. Conference rooms will be used for counseling....
