A side-effect of the federal shutdown was a greater understanding of what is "essential" to the governance of these United States.


National parks, museums and the Library of Congress closed. The Food and Drug Administration as well as the Centers for Disease Control limited investigations. Layoffs even hit portions of the Department of Defense.
