California developers often won't consider building apartment projects on sites not already zoned for multifamily construction. Even if zoning is in place, projects face many other hurdles, such as lengthy approvals.

"For many developers, the uncertainty and high costs of the development approval process combine to make multifamily housing projects a high-stakes gamble," the state's Little Hoover Commission noted in a report.
