Legal Scholar Will Testify in Favor of Scaling Back Filibusters

LOS ANGELES - As Democratic filibusters continue to logjam President Bush's efforts to appoint conservative jurists to the federal bench, Orange County constitutional law specialist John C. Eastman is scheduled to testify in front of the Senate's Rules Committee on Thursday in support of changes that would curtail the tactic as a tool to block court nominations.
