SAN FRANCISCO - Rose Tracy Reinheimer bought her two-bedroom condominium in San Francisco's Richmond District in 1985, loving that it was bright, had a pretty courtyard and was just minutes from the beach.
What she didn't like was that the unit was part of a city program to boost affordable housing, and for that reason alone she almost turned down the chance to buy it.
