Mentally Ill Inmate on Death Row Wins Stay of Habeas Process
SAN FRANCISCO - A mentally ill San Quentin death-row inmate who thinks Howard Hughes told him how to cure AIDS with yellow chili peppers deserves a stay of his habeas proceedings, a unanimous federal appellate panel held Wednesday.
