The hand over of power in Iraq comes at a time of unusual opportunity. Incredibly, despite the bloodshed and chaos of recent weeks, some encouraging signs are emerging that Iraqis are uniting in recognition of the need to protect the law enforcement institutions that will be essential for a stable government.
