'Take care' not to make laws unilaterally
United States v. Texas affirms that when the framers of the Constitution drafted its seldom-invoked take care clause as a duty, they rejected the idea that the president should be vested with the prerogative powers of dispensing with the laws. By Michael W. McConnell
