Panel denies asylum

North Koreans who permanently relocate to South Korea are not eligible for asylum in the U.S., the 9th U.S. Circuit Court of Appeals ruled Tuesday.

In a case of first impression, the 9th Circuit upheld an immigration judge's ruling that denied asylum Sung Kil Jang, who "firmly resettled" in South Korea from North Korea.
