Consecutive drop in lawsuit filings could indicate court access difficulties

The number of small lawsuits filed in California dropped for the third straight year in 2013, according to the state judicial branch.

SACRAMENTO - The number of small lawsuits filed in California dropped for the third straight year in 2013, according to the state judiciary. Legal observers say the trend is a worrisome sign that ordinary citizens may be having a hard time accessing state courts to resolve complaints.
