LOS ANGELES - When mediation talks convened recently in the Santa Monica Mountains, just outside the majestic Stone Canyon reservoirs, it looked more like a gathering of friends than adversaries.

But the relationship between the Los Angeles Department of Water and Power and homeowners' groups negotiating the redesign of Los Angeles reservoirs hasn't always been so pleasant.
