WASHINGTON - Lawyers are predicting extensive litigation across the nation if the U.S. Sentencing Commission decides to apply retroactively its recently passed lower penalties for crack cocaine offenses.
Such a move would affect approximately 19,500 inmates, including 307 in California, according to the commission.
