Orange County Sheriff Sandra Hutchens testified Wednesday that some deputies may have mishandled jailhouse informants, but not intentionally.

SANTA ANA — Orange County’s top law enforcement officer testified Wednesday that she now believes some jail deputies may have improperly used informants, but that the possible misconduct was “not something that was done deceptively and widespread.”
