Prison plan calls for use of private facilities

The govenor unveiled legislation he said would meet a U.S. court order to reduce the inmate population by several thousand without mass releases.

Flanked by law enforcement and legislative leaders, Gov. Jerry Brown on Tuesday unveiled a $315 million plan that he said would allow the state to comply with a federal court order to reduce population levels in California prisons.


The proposed legislation would avoid the potential release of about 8,000 inmates by the end of the year primarily by leasing space in private prisons in the state as well...
