When Sherri R. Carter was installed as Riverside County Superior Court's executive officer in 2008, the court had a mounting problem on its hands. The jurisdiction had one of the largest civil and criminal backlogs in the state, and the chief justice dispatched a special "strike force" of visiting judges to help clear the jam.
