Mining Safety: A Neglected Area of the Law

Mining safety law needs to be revised to prevent further accidents that unnecessarily take the lives of minors, writes Jeffrey Lowe.

The explosion last month at the Massey Energy Co. coal mine in West Virginia that killed 29 miners has left many bewildered Americans questioning how the federal government could have prevented this tragedy. It has been reported that Massey was in violation of safety regulations and that federal regulatory oversight of mining conditions was lax.

In fact, only one mine has ever been ordered closed for a pattern of violation...
