Court Hears Property-Rights Case

WASHINGTON - In a property-rights case pitting a working-class neighborhood against a city struggling to rebound from its economic woes, the Supreme Court heard arguments Tuesday to determine whether a Connecticut municipality can seize residents' homes to make way for business development that could rejuvenate the city's fortunes.
