Death by Policy

Theisen - On Aug. 5, 1997, 12 migrants, including three women and a small child, were attempting to cross the border between Sonora, Mexico, and Arizona by walking through a storm drain. After crawling nine blocks in the drain they were hit by a flash flood. Seven of them drowned. The survivors were arrested by the Border Patrol. On May 24, 2001, the New York Times reported the deaths of 12 other migrants as they tried to cross the Arizona desert in 115-degree heat.
