Farmer settles with government in Clean Water Act dispute

The nearly half-decade-long case of a farmer who plowed a field in violation of the federal Clean Water Act ended with a settlement on Tuesday.

SACRAMENTO — The nearly half-decade-long case of a farmer who plowed a field in violation of the federal Clean Water Act ended with a settlement on Tuesday.

John Duarte was facing a demand for $2.8 million in civil penalties from the Army Corps of Engineers, plus environmental mitigation that could have cost millions more. Instead, he agreed to pay a $330,000 civil penalty and $770,000 for environmental mitigation.
