A near decade-long First Amendment dispute over the right of a publisher to send unsolicited magazines to inmates in Butte County jail made its way to the 9th U.S. Circuit Court of Appeals for the second time Thursday morning.

The plaintiffs are Crime, Justice & America Inc., a publisher of a quarterly magazine targeted at criminal defendants, and the defendant is Butte County, which bans unsolicited mail from its jailhouses.
