Ernesto Falcon, the Electronic Frontier Foundation's legislative counsel, said a proposed law allowing the state to more directly regulate internet service providers could risk lawsuits and federal action.

As states scramble to implement alternatives to recently repealed federal net neutrality laws, attorneys say the path chosen by legislators could put California at the forefront of a potential legal battle with the Federal Communications Commission.
