ACLU criticizes district attorneys for debt collection practices

Some California District Attorneys have been partnering with debt collection agencies to pursue debtors who bounced checks or skipped out on bills. In exchange for their cooperation, the prosecutors pocket some of the fees from the cases to pad their budgets.
