The Millennium Tower, a 58-story building said by its developers to be the largest reinforced concrete building in the western United States, has sunk about 16 inches and is leaning six inches toward a neighboring skyscraper. Under a proposed law the owner would likely have been unable to sue for construction defects.
SACRAMENTO -- A bill pending in the Assembly would cut the statute of limitations for construction defect cases from 10 years to five.
AB 2353 was authored earlier this month by Assemblyman Jim Frazier, D-Oakley, who has a background in professional contracting and enjoys campaign support from builders.
