Disgusted by Tijuana sewage, cities, port sue to force action

Three Southern California municipalities have sued a transnational agency for failing to stop pollutants from Mexico from flowing into a U.S.-based estuary.

Residents near the border of Tijuana are raising a stink about the federal government's failure to police wastewater trickling out of Mexico.
