SANTA ANA -- A federal judge's unorthodox approach to civil rights lawsuits related to an Orange County homeless camp has led to a public debate about a relocation plan hatched by county supervisors during a court-ordered summit.

Orange County supervisors planned to discuss at their meeting Tuesday rescinding the plan to place temporary shelters on county-owned property in Huntington Beach, Irvine and Laguna Niguel.
