As the number of criminal investigators at the Internal Revenue Service shrinks, referrals for criminal prosecution to the Department of Justice have hit a 32-year low, a report found.
For the most recent 12-month period, the IRS referred 1,824 taxpayers for criminal prosecution, down from 3,896 in 2014.
