State Supreme Court clarifies its role in clemency process

The California Supreme Court has clarified its role in the state’s clemency process, saying a recommendation for clemency for two-time felons merely gives the power for the governor to go through with a pardon or commutation, but does not serve as a judgment on the merits of a case.
