The Surfrider Foundation has filed a citizen complaint against the U.S. International Boundary and Water Commission.

The nonprofit Surfrider Foundation has filed a citizen complaint against the U.S. International Boundary and Water Commission for allegedly violating federal law by allowing sewage from the Tijuana River Valley to spill onto San Diego County beaches and coastal waters.

Angela Howe, director of legal strategy at Surfrider, said the complaint comes after years of failed advocacy and as a last resort.
