Judge weighs difficult injunction motion in case of endangered fish

A federal judge attempted a difficult environmental juggling act as he weighed the potential extinction of a fish relevant to Native American heritage and the certain economic harm that would be done to agricultural communities downstream if he issued a preliminary injunction setting minimal water levels for the Upper Klamath Lake, which is just across the border in Oregon.
