Retired lawyer seeks to prevent mental health money from being spent on housing

The lawsuit has put $2 billion in funding on hold, and the state Legislature hopes to partially break the logjam with a November ballot initiative.

SACRAMENTO -- In late 2016, a retired attorney sued to block the Legislature's efforts to spend Proposition 63 mental health services money on housing.

Nearly two years later, the $2 billion at issue remains tied up in court. Last month, in a bid to potentially circumvent the court case, the Legislature put Proposition 2 on the ballot in order to allow voters to specifically authorize the bonds.
