A proposal looks to cure regulatory issues plaguing San Diego since e-scooters first hit its sidewalks, but some compliance litigators are doubtful it would set any wheels in motion.
San Diego Mayor Kevin L. Faulconer has said the proposal, which received committee approval Wednesday, would establish clearer rules of the road for dockless scooters and bicycles in an effort to address growing public safety concerns.
